IUG Recommendation 25: Scientific Proposal Evaluation 

IUG recommends that in the scientific evaluation of an observing proposal the overall 
science return to the mission is to be taken into account. Proposers should thus strive 
for maximum use of all instruments, and take the archival value of the data into 
account. Note that this might imply the use of JEM-X as the main instrument, if TAC 
deems this sufficiently well justified.
